26 de agosto.- El conflicto por el precio de este combustible escala a un frente nacional, mientras Yapacan\u00ed logra un compromiso de revisi\u00f3n. Sectores productivos como la CAO, Confeagro y el Comit\u00e9 Multisectorial anuncian nuevas medidas de presi\u00f3n

El gobierno de Rodrigo Paz Pereira abri\u00f3 ayer la posibilidad de modificar, reemplazar o abrogar el Decreto Supremo 5676, que elev\u00f3 a Bs 18 el litro de di\u00e9sel para grandes consumidores, despu\u00e9s de que productores de Yapacan\u00ed suspendieran un bloqueo y le die-ran 48 horas para dejar sin efecto la norma. El viceministro de R\u00e9gimen Interior y Polic\u00eda, Hern\u00e1n Paredes, reconoci\u00f3 que el decreto contiene \u201cun peque\u00f1o error\u201d, que no cumpli\u00f3 el objetivo para el que fue dise\u00f1ado y que no puede permanecer como est\u00e1.

El episodio marca el tercer retroceso del Ejecutivo ante una norma cuestionada, por presi\u00f3n popular: antes fueron el DS 5503 y el DS 5547.

Este conflicto vuelve a poner al gobierno ante una disyuntiva: sostener la medida o corregirla para evitar que el ajuste golpee a quienes producen alimentos.<\/p>\n\n\n\n

La se\u00f1al m\u00e1s contundente sali\u00f3 de la mesa de negociaci\u00f3n instalada en Yapacan\u00ed. El acta firmada por Paredes, el vicepresidente de Operaciones de YPFB, V\u00edctor Hugo Blacutt, dirigentes interculturales, autoridades y productores establece que el viceministro presentar\u00e1 a la comisi\u00f3n de gabinete un informe para solicitar la \u201canulaci\u00f3n\u201d del DS 5676 en un plazo de 48 horas.\u00a0 El documento se\u00f1ala como fundamento que la norma \u201cno ha cumplido su objetivo de garantizar la provisi\u00f3n de combustible a los peque\u00f1os productores\u201d. A cambio, los productores suspendieron la amenaza inmediata de bloqueo de la carretera Santa Cruz-Cochabamba, aunque se declararon en estado de emergencia hasta que la abrogaci\u00f3n sea publicada en la Gaceta Oficial.

Paredes fue todav\u00eda m\u00e1s expl\u00edcito despu\u00e9s de la reuni\u00f3n. Explic\u00f3 que la intenci\u00f3n original era que los peque\u00f1os productores mantuvieran acceso al di\u00e9sel y la gasolina subvencionados, mientras que los grandes consumidores -mineros aur\u00edferos y grandes empresas agroindustriales- importar\u00edan su propio combustible a precios internacionales.

\u201cYo creo que ah\u00ed hay un peque\u00f1o error en el decreto\u201d, sostuvo la autoridad, al anunciar que en 48 horas remitir\u00e1 al gabinete y al presidente un informe sobre el impacto real de la norma. Su conclusi\u00f3n fue que el decreto debe ser reemplazado, modificado o abrogado, una decisi\u00f3n que corresponde al gabinete. La admisi\u00f3n coincide con el informe de la reuni\u00f3n, seg\u00fan los cuales la norma no cumpli\u00f3 su objetivo y gener\u00f3 problemas en su aplicaci\u00f3n.<\/p>\n\n\n\n

El ministro de Defensa, Ernesto Justiniano, justific\u00f3 el despliegue de efectivos bajo el estado de excepci\u00f3n vigente y marc\u00f3 el l\u00edmite que el Ejecutivo pretende mantener frente a las protestas. Se\u00f1al\u00f3 que marchar, protestar, reunirse y expresar desacuerdo son derechos, pero que durante el r\u00e9gimen excepcional no est\u00e1 permitido bloquear carreteras, impedir el libre tr\u00e1nsito o afectar infraestructura cr\u00edtica.

A\u00f1adi\u00f3 que el Gobierno mantiene abierta la negociaci\u00f3n y trabaja en ajustes para mejorar el abastecimiento, especialmente para los peque\u00f1os productores.

La tensi\u00f3n, sin embargo, no desapareci\u00f3 con el acuerdo. Los productores suspendieron la medida, pero conservaron la presi\u00f3n mediante el estado de emergencia y el plazo de 48 horas. El propio texto firmado vincula la suspensi\u00f3n del bloqueo con la expectativa de que la norma sea abrogada. Si eso no ocurre, el conflicto puede volver a escalar en una zona estrat\u00e9gica para la producci\u00f3n agropecuaria y para la conexi\u00f3n vial entre Santa Cruz y Cochabamba.

<\/p>\n\n\n\n

Escala nacional

La oposici\u00f3n al DS 5676 no es solo un conflicto regional. La C\u00e1mara Agropecuaria del Oriente (CAO) convoc\u00f3 para este jueves 27 de agosto a un Congreso Extraordinario en Warnes, con participaci\u00f3n ampliada a las c\u00e1maras agropecuarias de todo el pa\u00eds. El \u00fanico punto de su orden del d\u00eda ser\u00e1 la \u201cabrogaci\u00f3n del Decreto Supremo N\u00b0 5676\u201d, una se\u00f1al de que el reclamo se ha transformado en una posici\u00f3n nacional del sector productivo.

El presidente de la CAO, Klaus Frerking, calific\u00f3 la norma como discriminatoria e improvisada. Seg\u00fan explic\u00f3, los productores agropecuarios consumen alrededor del 16% del combustible requerido por Bolivia y, pese a ello, consideran que el decreto concentra sobre el sector productivo un costo que no resuelve el problema de abastecimiento. Tambi\u00e9n cuestion\u00f3 que las colas no hayan desaparecido y afirm\u00f3 que el mercado negro contin\u00faa operando.

La presi\u00f3n tambi\u00e9n lleg\u00f3 al sector gremial. La Confederaci\u00f3n Nacional de Gremiales de Bolivia anunci\u00f3 movilizaciones en distintos departamentos una vez concluya el estado de excepci\u00f3n. Su secretario ejecutivo, C\u00e9sar Gonz\u00e1les, se\u00f1al\u00f3 que la medida ser\u00e1 asumida por el Comit\u00e9 Multisectorial, que re\u00fane a m\u00e1s de 20 sectores, entre gremiales, transportistas, mineros cooperativistas, productores agropecuarios y comit\u00e9s c\u00edvicos provinciales. Santa Cruz, Cochabamba, La Paz, El Alto y Oruro ya articulan acciones.<\/p>\n\n\n\n

Tercer retroceso

El polit\u00f3logo Jos\u00e9 Orlando Peralta interpreta el movimiento como una se\u00f1al de debilidad pol\u00edtica del Ejecutivo. A su juicio, el Gobierno no dispone todav\u00eda del \u201csuficiente m\u00fasculo\u201d para imponer una medida rechazada por productores, agroindustriales y otros sectores organizados. Tambi\u00e9n considera determinante la capacidad de movilizaci\u00f3n de las organizaciones y el costo que tendr\u00eda un nuevo bloqueo.

Desde el oficialismo surgieron posiciones divergentes. El presidente de la C\u00e1mara de Diputados, Manolo Rojas, del PDC, sostuvo que si t\u00e9cnicamente corresponde retroceder para generar consenso y encontrar una soluci\u00f3n al problema, el paso atr\u00e1s puede ser positivo y no perjudicar a la poblaci\u00f3n.

En contraste, el diputado Gabriel Corvera, de la alianza Unidad, expres\u00f3 preocupaci\u00f3n porque el Gobierno estar\u00eda retrocediendo despu\u00e9s de iniciar un proceso de sinceramiento de los precios de los hidrocarburos.<\/p>\n\n\n\n

El antecedente m\u00e1s contundente ocurri\u00f3 en diciembre de 2025, cuando el Gobierno aprob\u00f3 el DS 5503, un paquete de 121 art\u00edculos que eliminaba la subvenci\u00f3n a los combustibles e incorporaba otras medidas econ\u00f3micas. Las protestas, bloqueos y movilizaciones de la COB obligaron al Ejecutivo a negociar y el 12 de enero el decreto fue abrogado mediante el DS 5516.

El segundo episodio ocurri\u00f3 en febrero. El DS 5547 estableci\u00f3 un arancel cero para la importaci\u00f3n de grano de soya hasta diciembre de 2026. Productores de soya y arroz, particularmente del Norte Integrado cruce\u00f1o, rechazaron la medida por considerar que afectaba a la producci\u00f3n nacional.

Con el DS 5676, el Gobierno enfrenta ahora un tercer caso de una norma que naci\u00f3 con un objetivo declarado, pero que termin\u00f3 generando la presi\u00f3n social suficiente para obligar a su revisi\u00f3n.<\/p>\n\n\n\n
