Remarc\u00f3 que los problemas de abastecimiento no son por falta de d\u00f3lares.<\/p>\n\n\n\n<p>Como parte de la transformaci\u00f3n del sector hidrocarbur\u00edfero y el abastecimiento de combustibles en el pa\u00eds, el Gobierno apunta a que el sector privado tenga un rol centras en la importaci\u00f3n y comercializaci\u00f3n, inform\u00f3 el ministro de Econom\u00eda, Gabriel Espinoza.<br><br>Asimismo, asegur\u00f3 que el plan apunta a atraer empresas extranjeras, preferentemente productoras, para que puedan proveer directamente gasolina y di\u00e9sel al mercado boliviano.<br><br>\u201cLa provisi\u00f3n de combustibles para Bolivia va a pasar por el sector privado\u201d, afirm\u00f3 en entrevista en Red Uno.<br><br>En ese contexto, explic\u00f3 que actualmente los importadores privados abastecen \u00fanicamente entre el 4% y 5% de la demanda nacional, porcentaje que considera insuficiente para resolver los problemas de suministro.<br><br>Sin embargo, aclar\u00f3 que el Gobierno no pretende limitarse a los actuales importadores, sino generar condiciones para la llegada de empresas con mayor capacidad.<br><br>Normas<br>\u201cHay que traer empresas extranjeras, empresas productoras preferentemente, atender a todo el pa\u00eds de una manera adecuada\u201d, remarc\u00f3. Y asegur\u00f3 que ya hay conversaciones avanzadas para acelerar este proceso.<br><br>Espinoza explic\u00f3, adem\u00e1s, que el plan no se limita \u00fanicamente a la compra de carburantes en el exterior, sino que tambi\u00e9n se pretende modificar la participaci\u00f3n del Estado en otras etapas de la cadena.<br><br>\u201cHay que trabajar sobre la refinaci\u00f3n, para que todo este paquete de refinaci\u00f3n, transporte y comercializaci\u00f3n pase al sector privado\u201d, indic\u00f3.<br><br>Para ello, afirm\u00f3 que ser\u00e1 necesario realizar cambios normativos y reorganizar la log\u00edstica actualmente vinculada a YPFB.<br><br>En ese marco, dijo que ya se redujeron de 22 a ocho los tr\u00e1mites requeridos para la importaci\u00f3n privada de combustibles.<br><br>Empero, reconoci\u00f3 que a\u00fan restan modificar otras normas para hacer atractiva y viable la participaci\u00f3n de privados.<br><br>En ese marco, el Gobierno trabaja en una ley de Hidrocarburos que servir\u00e1 como instrumento legal para resolver, a corto plazo, el problema de abastecimiento de combustibles y atraer inversi\u00f3n.<\/p>\n\n\n\n<p>D\u00f3lares<br>Respecto a las filas y la escasez de combustibles que denuncian diferentes sectores en el pa\u00eds, dijo que no es por falta de d\u00f3lares para importar y atribuy\u00f3 el problema a la log\u00edstica y a la estructura institucional en Yacimientos Petrol\u00edferos Fiscales Bolivianos (YPFB) y la Agencia Nacional de Hidrocarburos (ANH).<br><br>Afirm\u00f3 que las reservas l\u00edquidas de divisas habr\u00edan aumentado desde aproximadamente $us 51 millones al asumir el Gobierno hasta cerca de $us 600 millones actualmente.<br><br>Remarc\u00f3 que su cartera transfiere hasta $us 65 millones semanales a YPFB<br><br>Seg\u00fan Espinoza, esto demostrar\u00eda que el problema de abastecimiento no est\u00e1 relacionado \u00fanicamente con la disponibilidad financiera.<br><br>Asimismo, dijo que actualmente se genera incentivos para el desv\u00edo y acumulaci\u00f3n de carburantes.<br><br>Tambi\u00e9n sostuvo que existir\u00edan actores privados que acumulan combustible para posteriormente revenderlo en el mercado interno o sacarlo mediante contrabando.<br><br>Subsidio<br>Consultado sobre el futuro del subsidio, Espinoza reconoci\u00f3 que el actual esquema no funciona de manera \u00f3ptima. \u201cEst\u00e1 absolutamente claro que los precios eventualmente se van a mover\u201d, afirm\u00f3.<br><br>Dijo que se analizan diferentes alternativas para mantener mecanismos de protecci\u00f3n para los sectores de menores ingresos.<\/p>\n\n\n\n<p>Fuente: La Raz\u00f3n <\/p>\n","protected":false},"excerpt":{"rendered":"<p>13 de agosto.- El ministro de Econom\u00eda dijo que se trabaja en la ley de Hidrocarburos para tener un marco legal adecuado.
