14 de julio.- El gobierno del presidente Rodrigo Paz determin\u00f3 en reuni\u00f3n de gabinete que las instituciones del \u00d3rgano Ejecutivo dejar\u00e1n de hacer retenciones de aportes a las organizaciones sindicales y estableci\u00f3 solo cinco conceptos para la aplicaci\u00f3n de descuentos en los salarios de los funcionarios p\u00fablicos.

El proyecto de decreto supremo fue presentado por el ministro de Trabajo, William Bascop\u00e9, y fue aprobado en la reuni\u00f3n de gabinete de este lunes. Ya el gobierno, en anteriores oportunidades, hab\u00eda anticipado su rechazo a que la Administraci\u00f3n P\u00fablica actu\u00e9 como agente de retenci\u00f3n de los aportes sindicales. En este sentido, se\u00f1ala que el salario es un bien inembargable. De hecho, el viceministro Julio Linares infirm\u00f3 a principios de a\u00f1os que los sindicatos reciben 18.7 millones de bolivianos cada a\u00f1o por concepto de aportes.<\/p>\n\n\n\n

\u201cQue es necesario proteger los sueldos, salarios y rentas de las y los servidores p\u00fablicos y jubilados normando la aplicaci\u00f3n de descuentos, contribuciones y\/o retenciones por planilla en las entidades e instituciones p\u00fablicas del nivel central del Estado, liberando recursos, evitando descuentos discrecionales y promoviendo que sean efectivamente destinados a la subsistencia y bienestar de las familias\u201d, dice una de las consideraciones del decreto 5654.

En ese sentido, establece que los \u00fanicos descuentos reconocidos por el gobierno son los siguientes:

1. Seguridad Social de Largo Plazo referidos a descuentos y\/o contribuciones establecidas en la Ley N\u00b0 065, de 10 de diciembre de 2010, de Pensiones y sus reglamentos;

2. Faltas, atrasos y sanciones administrativas;

3. R\u00e9gimen Complementario del Impuesto al Valor Agregado \u2013 RC-IVA;

4. Retenciones judiciales por asistencia familiar;

5. Recuperaciones en favor del Estado por cobros indebidos.

En el caso de los trabajadores jubilados, el\u00a0 Servicio Nacional del Sistema de Reparto \u2013 SENASIR, aplicar\u00e1 descuentos por planilla en las rentas de jubilados del Sistema de Reparto, seg\u00fan corresponda, \u00fanicamente por los siguientes conceptos:

1. Seguridad Social de Corto Plazo;

2. Retenciones judiciales por asistencia familiar;

3. Recuperaciones en favor del Estado por cobros indebidos;

4. Descuentos en el marco de convenios con entidades p\u00fablicas del nivel central del Estado.

En ese contexto, el mencionado decreto establece la derogatoria 0106, de 1 de mayo de 2009, entre otros, en los que se dispone que el Ejecutivo puede retener aportes de los trabajadores a las organizaciones sindicales.

El decreto 0106 defin\u00eda \u201cel descuento del uno por ciento (1%) sobre los haberes b\u00e1sicos mensuales, a todo el personal que pertenece a la Carrera Docente del Magisterio Nacional, por seis (6) meses en el Magisterio Rural y por doce (12) meses en el Magisterio Urbano, durante cada a\u00f1o a partir de la gesti\u00f3n 2010\u201d, y que esos montos sean entregado a la Confederaci\u00f3n de Trabajadores de Educaci\u00f3n Urbana de Bolivia \u2013 CTEUB y la Confederaci\u00f3n Nacional de Maestros de Educaci\u00f3n Rural de Bolivia \u2013 CONMERB, seg\u00fan corresponda.<\/p>\n\n\n\n
