El objetivo es controlar e intervenir en la cadena de negocios de las empresas el\u00e9ctricas para que el usuario final pague un precio justo y estable.<br><br>\u201cEl presente Decreto Supremo tiene por objeto realizar modificaciones e incorporaciones en el Decreto Supremo N\u00ba 27302, de 23 de diciembre de 2003, modificado por el Decreto Supremo N\u00ba 1301, de 25 de julio de 2012\u201d, expone el decreto sobre las modificaciones del decreto anterior.<br><br>Sobre las modificaciones, en el DS se detalla que ahora hay un freno o un tope m\u00e1ximo del 5% a lo que puede subir la tarifa de luz de un mes a otro debido a los costos de la energ\u00eda o de la red, descontando la inflaci\u00f3n.<br><br>\u201cLa variaci\u00f3n mensual del valor promedio en t\u00e9rminos reales de las tarifas de distribuci\u00f3n que aplique cada Distribuidor a sus consumidores regulados, por efecto de las variaciones de precios del Mercado El\u00e9ctrico Mayorista, o por variaciones en los precios de distribuci\u00f3n, no ser\u00e1 superior al cinco por ciento (5%)\u201d.<br><br>Asimismo, expone que \u201cesta limitaci\u00f3n ser\u00e1 efectiva mediante la utilizaci\u00f3n de precios de nodo de aplicaci\u00f3n, cargos tarifarios de aplicaci\u00f3n y Fondos de Estabilizaci\u00f3n en los mercados el\u00e9ctricos\u201d.<br><br>Detalla que cada 6 meses, la entidad del gobierno que controla la electricidad (el Ente Regulador) sacar\u00e1 una orden oficial para \u00abcongelar\u00bb o suavizar los precios de la luz antes de que lleguen a las empresas distribuidoras.<br><br>\u201cDe forma semestral mediante Resoluci\u00f3n Administrativa, determinar\u00e1 para los nodos de suministro a los Distribuidores, factores de estabilizaci\u00f3n que ser\u00e1n aplicados a los precios de nodo vigentes para obtener los precios de energ\u00eda, potencia y peaje de aplicaci\u00f3n, que ser\u00e1n transferidos a las tarifas de distribuci\u00f3n\u201d.<br><br>Adem\u00e1s, dispone la creaci\u00f3n de Fondos de Estabilizaci\u00f3n del Mercado Mayorista como cuentas individuales para cada agente Generador, Transmisor y para cada agente Distribuidor del SIN, para cada una de las empresas que participan en el negocio de la luz en Bolivia. El objetivo es cubrir las p\u00e9rdidas que ocurren cuando el precio de la luz en el mercado del d\u00eda a d\u00eda cambia mucho en comparaci\u00f3n con el precio fijo que el gobierno aprob\u00f3 para cobrarle a la gente.<br><br>Los saldos de los fondos de estabilizaci\u00f3n correspondientes a cada Distribuidor, ser\u00e1n informados mensualmente al Ente Regulador, el cual verificar\u00e1 los montos y emitir\u00e1 una Resoluci\u00f3n anualmente con los saldos de cada uno de ellos.<br><br>Por otro lado, explica que, excepcionalmente, se podr\u00e1n aprobar factores de estabilizaci\u00f3n en cualquier mes de cada semestre el\u00e9ctrico, cuando existan variaciones en las tarifas que excedan el l\u00edmite establecido en el presente Decreto Supremo, por efecto de variaciones del precio del gas natural para generaci\u00f3n de electricidad, \u00cdndice de Precios del Consumidor IPC o el tipo de cambio del d\u00f3lar americano oficial.<\/p>\n\n\n\n<p>Fuente: Urgente.bo <\/p>\n","protected":false},"excerpt":{"rendered":"<p>1 de julio.- El Gobierno promulg\u00f3 el Decreto Supremo 5647 que establece l\u00edmites a la variaci\u00f3n de las tarifas de electricidad e incorpora otros agentes que contribuyan en las medidas de su estabilizaci\u00f3n.
