Paz, 20 de Junio de 2026.- El Defensor del Pueblo, Pedro Callisaya Aro, inform\u00f3 que la instituci\u00f3n defensorial realizar\u00e1 acciones permanentes de monitoreo, verificaci\u00f3n y seguimiento al respeto de los derechos humanos y las garant\u00edas constitucionales durante la vigencia del Estado de Excepci\u00f3n, en cumplimiento de las atribuciones conferidas por los art\u00edculos 218 y 222 de la Constituci\u00f3n Pol\u00edtica del Estado (CPE) y la Ley N\u00b0 870.<\/p>\n<p>A trav\u00e9s de un pronunciamiento, la autoridad defensorial remarc\u00f3 que la CPE reconoce al Estado de Excepci\u00f3n como un mecanismo de car\u00e1cter extraordinario, cuya aplicaci\u00f3n debe observar de manera irrestricta los principios de legalidad, proporcionalidad, necesidad, temporalidad y control constitucional y legislativo, garantizando en todo momento la plena vigencia de los derechos humanos y las garant\u00edas fundamentales.<\/p>\n<p>Asimismo, record\u00f3 que el art\u00edculo 139 de la CPE establece que la declaratoria de Estado de Excepci\u00f3n debe ser remitida a la Asamblea Legislativa Plurinacional para su consideraci\u00f3n y aprobaci\u00f3n en el plazo de 72 horas, constituy\u00e9ndose este procedimiento en una garant\u00eda esencial del orden democr\u00e1tico.<\/p>\n<p>\u201c(&#8230;) se exhorta a todas las autoridades e instituciones del Estado, particularmente a las entidades encargadas de la seguridad y el orden p\u00fablico, a brindar las facilidades necesarias para el ejercicio de la labor defensorial, permitiendo el acceso oportuno a informaci\u00f3n, instalaciones, operativos y dem\u00e1s actuaciones vinculadas a la aplicaci\u00f3n de las medidas excepcionales\u201d, puntualiz\u00f3 Callisaya.<\/p>\n<p>Finalmente, el Defensor del Pueblo convoc\u00f3 a los \u00f3rganos del poder p\u00fablico y a la sociedad en su conjunto a actuar en estricto apego a la CPE, privilegiando el
