(&#8230;) Se reducen los gastos del Gobierno central en 4.100 millones de bolivianos, eso representa gastos en vi\u00e1ticos, pasajes, publicidad y se transfiere esa plata a la inversi\u00f3n social\u201d, afirm\u00f3 la autoridad.<\/p>\n\n\n\n<p>El nuevo presupuesto parte de supuestos m\u00e1s conservadores y fija como meta reducir el d\u00e9ficit fiscal al 9% del PIB, frente a niveles que pod\u00edan superar el 15%, seg\u00fan la evaluaci\u00f3n del Ministerio.<\/p>\n\n\n\n<p>En cuanto a la asignaci\u00f3n de recursos, el ministro detall\u00f3 que se incrementa la inversi\u00f3n social con m\u00e1s de Bs 1.000 millones adicionales para salud y educaci\u00f3n, adem\u00e1s de la creaci\u00f3n de m\u00e1s de 3.000 \u00edtems en educaci\u00f3n, m\u00e1s de 2.400 en salud y m\u00e1s de 1.500 en seguridad.<\/p>\n\n\n\n<p>Espinoza tambi\u00e9n indic\u00f3 que la propuesta de Presupuesto Reformulado 2026 ser\u00e1 remitido al Parlamento junto con un proyecto de ley que busca agilizar la ejecuci\u00f3n de recursos por parte de gobiernos subnacionales, reduciendo los tiempos de aprobaci\u00f3n de transferencias presupuestarias, que actualmente demoran entre 15 y 45 d\u00edas a plazos m\u00e1s cortos.<\/p>\n\n\n\n<p><strong>Empresas p\u00fablicas<\/strong><\/p>\n\n\n\n<p>Adicionalmente, se plantea la evaluaci\u00f3n de empresas p\u00fablicas, con un plazo de 90 d\u00edas para definir su situaci\u00f3n y proceder al cierre o liquidaci\u00f3n de aquellas que resulten deficitarias.<\/p>\n\n\n\n<p>\u201cLas empresas que han sido creadas por decreto se cerrar\u00e1n por decreto, las empresas que han sido creadas por ley tendr\u00e1n que ser cerradas por ley, as\u00ed que ah\u00ed toca el trabajo con la Asamblea\u201d, detall\u00f3 Espinoza.<\/p>\n\n\n\n<p>La autoridad se\u00f1al\u00f3 tambi\u00e9n que la reformulaci\u00f3n del presupuesto para este a\u00f1o se sustenta en una revisi\u00f3n t\u00e9cnica del que est\u00e1 vigente y los de gestiones anteriores, donde se identificaron distorsiones en ingresos y gastos que afectaban la lectura real de las finanzas p\u00fablicas.<\/p>\n\n\n\n<p>Estos datos est\u00e1n disponibles en la plataforma Presupuesto Abierto y, una vez aprobado el presupuesto reformulado, se podr\u00e1 hacer seguimiento en tiempo real.<\/p>\n\n\n\n<p>El ministro sostuvo que el proyecto de Presupuesto Reformulado 2026 no solo busca ordenar las finanzas p\u00fablicas, sino tambi\u00e9n establecer un punto de partida confiable para la planificaci\u00f3n econ\u00f3mica del
